I worked in the health and social services network, but now I’m retired. Am I eligible to apply?
Yes, you can apply, as long as no other exclusion criteria apply to your situation.
If I’ve already been a member of the Forum, can I re-apply?
Yes, you can. There are no restrictions on re-applying. The selection process and representation criteria apply to your application in the same way as they would to any other application.
Who is Tango – HR Solutions?
In accordance with the Act respecting the Health and Welfare Commissioner, the CSBE has entrusted the process of selecting Citizen Member applications to an independent body to ensure that it is as objective as possible. Tango – HR Solutions will respond to requests for information, receive your applications and pre-select them for the 2025–2028 edition of the Forum.
I’m not a specialist on issues related to the healthcare system. Should I apply anyway?
Of course. You don’t need to have in-depth knowledge of healthcare issues. We’ll also support you throughout the process to help you better understand the issues. That way, you can form your own opinion along with the other Forum members.
Can I call to find out whether my Citizen Member application has been successful?
Please avoid calling to find out whether your application has been selected for the next steps. You will receive this information in writing. However, you can call the phone line to request information on the application process from February 10th to March 16th, 2025.
Questions about the Consultation Forum of the Health and Welfare Commissioner
How much weight does the CSBE give to the Forum’s conclusions?
The Consultation Forum’s deliberations are taken into account in the reports that the CSBE submits to the Minister of Health and Social Services, which are then made public and tabled in the National Assembly.
Can I access the work done by the Health and Welfare Commissioner and its Forum?
In the CSBE’s annual assessment reports on the system’s overall performance, it is required to report on the Forum’s deliberations on each of the issues submitted to it for consideration.

Participating in the Consultation Forum
Is there any remuneration for participating?
- Expenses incurred during travel requested by the Forum, such as accommodation, transportation and meals, are reimbursed in accordance with current government rates (document in French) and standards.
- Financial compensation (document in French) is also provided to members whose participation is not part of their paid employment.
I’m not used to using digital tools. Can I still participate?
The online tools used by the Forum will be as simple as possible. You can familiarize yourself with these tools at the first information meeting. A minimum proficiency level with digital tools is required, such as being able to open web pages or applications and navigate through their functions. However, the CSBE will support you and help you familiarize yourself with the digital tools.
I don’t like public speaking. Should I participate?
You’ll need to be able to speak in front of a group of about 30 people. Meetings will be led by an experienced facilitator. That person will ensure each member gets a chance to speak and will guide members in their deliberations. Members must be interested in information sharing, discussion and deliberation and have interpersonal skills such as the ability to work as a team, communicate effectively, listen and be open to diverse views and new ideas.
What happens if I can’t attend a Forum meeting?
According to the operating rules in effect, you must inform the CSBE office.
If my situation changes during the term (for example, I move or change jobs), what should I do?
You must inform the CSBE of your new situation as soon as possible. The CSBE will then verify whether you still meet the eligibility requirements to retain your seat on the Consultation Forum.
Are the Forum’s deliberations confidential?
According to the Code of Ethics for the Consultation Forum of the Health and Welfare Commissioner, members must use discretion regarding the facts and information they are privy to as part of their duties. At all times, they must maintain the confidentiality of information received in their capacity as Forum members, including documents produced by the CSBE.
